Position Title: 
Nutrition Analyst    


Grade Level: SC-9

Duty Station: Nairobi

Organizational Unit: Somalia Country Office (FAO-Somalia)
 
Duration: 12  months with possible extension and relocation to Somalia Mid 2013

Under the general supervision of the Officer –in –Charge for Somalia and reporting directly to the Nutrition Technical Manager, supported by the Chief Technical Advisor/Nutrition Technical Manager, the staff member will undertake to support the following activities:

Specific Duties and Responsibilities
  • Maintain responsibility for nutrition situation analysis in designated zones/regions of Somalia.  
Specifically, the staff member will:
  • Develop and maintain an up-to-date work plan for the zone, and coordinate its implementation
  • Coordinate data collection through nutritional surveillance system (nutrition surveys, rapid assessments, health facilities, sentinel sites surveillance)
  • Analyze data generated through nutritional surveillance system (assessments, sentinel sites surveillance) using an appropriate computer software (E.g. Epi info and nutrisurvey)
  • Manage the FSNAU human resource in the zones (staff performance reviews/evaluation)
  • Provide technical and operational support and guidance to zonal team.
  • Ensure the implementation of administrative guidelines by staff members in the zone (with particular attention to those related to travel procedures and security).
  • Identify capacity deficits among staff members in the zone and recommend appropriate ways of addressing them implementing where possible.
  • Budget, manage and account for finances for the various activities undertaken in the zone.
  • Ensure monthly and quarterly reports are submitted on a timely basis by field analysts
  • Identify and strengthen partnerships
  • Identify capacity deficits among partners in Somalia and take steps to ensure they are addressed
  • Conduct training of technical focal points of partner agencies in the designated zone, annually
  • Coordinate with partners at country, zonal and regional levels during surveillance and dissemination of information
  • Support the team in the development and maintenance of professional relationships with key partners in Somalia and Nairobi.
  • Contribute to the development and implementation of specific research initiatives related to nutrition and food security in Somalia.
  • Ensure that the various nutrition databases are maintained and updated with relevant information from your zone as necessary.  
  • Represent FSNAU nutrition project in interagency cluster and relevant working groups (nutrition, health and food security) meetings as dictated by the Nutrition Technical Manager and in line with key areas of interest and research.
  • Contribute to production and dissemination of nutrition information through FSNAU’s routine bulletins.
  • Contribute to the nutrition assessment reports produced by other team members providing constructive criticism additional input and advice where appropriate.
  • In the absence of one of the Nutrition Analysts and in consultation with the Nutrition Technical Manager, provide support to cover the gaps and delegate the relevant responsibilities and activities to the remaining team members to ensure all areas of the project are being supported
  • Contribute to developing, piloting, implementation and utilization of standard technical guidelines for all project activities
  • For sudden onset shocks such as conflict and floods co-ordinate all information flow from field staff to a central point,
  • Act as mentor for new Nutrition Analysts
  • Monitor communication with partners in relation to assessment planning and analysis – linked to improved coordination at all levels.
  • Support the development of structures to improve contextual information availability, through increasing coordination and liaison with other sectors such as water, food security, livestock etc.
  • Disseminate information through ad-hoc reports, contributions to other reports (FSNAU, UNDP, OCHA etc) and communications with interested parties
Specific qualifications
  • A degree in nutrition, public health or social sciences from a recognized university
  • Over 2 years of experience in nutrition analysis preferably in Somalia

Position Title: Public Health and Value Addition Officer     

Grade Level: SC-10

Duty Station: Mogadishu
 
Organizational Unit: Somalia Country Office (FAO-Somalia)
 
Duration: 6  months with possible extension

Eligible Candidates: Somali Nationals Only    

Anticipated Start Date: Immediately
 
Under the general supervision of the Officer –in –Charge for Somalia and under the direct supervision of Livestock Project Coordinator the Public health and Value Addition Officer will carry out  the following duties:
  • Support and undertake liaison roles and linkages between FAO and public health unit institutions and other line government institutions in Somaliland
  • Will actively mobilize meat sector stakeholders and authorities through participatory approach for implementation of FAO programme activities supporting public health and livestock marketing facilities
  • Assist with the monitoring of  the implementation of animal production, health and marketing activities by implementing partners in Somaliland
  • Proactively support the establishment and maintenance of appropriate sectorial coordination mechanisms, including working groups at the field level, actively participate in it and provided the secretariat service if and when required.
  • Support the livestock sector in designing tailored training materials and facilitate trainings of primary facility stakeholders including slaughterhouse operators using the slaughter facilities and meat markets (butchers, meat vendors, slaughter facility supervisors) to improve the quality and wholesomeness of meat along the meat value chain and to avoid environment pollution.
  • Participate in preparation of public awareness materials and facilitate dissemination to the public for a wider audience to mitigate public health hazards prevalent in the country.
  • Undertake participatory community mobilization and sensitization concerning any new project
  • Support the acquisition of land for construction or rehabilitation of livestock related infrastructures including slaughterhouses, water catchments, livestock markets, meat markets etc
  • Assist with organization of trainings, workshops and  meetings  (communicate with partners, ensure follow-ups)
  • Proactively be engaged in establishment of PPPs through PPP forums, workshops, meetings and actions for managing livestock infrastructures including slaughterhouses, meat markets, livestock marketing facilities, water facilities, fodder storage facilities.
  • Support the compilation of reports when called upon
  • Perform any other technical and administrative duties that may be identified by FAO line reporting officers
Academic Qualifications
  • A degree in Veterinary medicine or a related science;
  • Knowledge and experience in development projects with relation to sustainable livelihoods, local productions and local economy development
  • Knowledge and experience in Public health and value addition
Technical Competencies and Experience Requirements
  • Ten years  relevant field experience, preferably in the Somali ecosystem and in the region
  • An understanding of UN/FAO operating procedures
  • Excellent managerial and coordination skills;
  • Ability to communicate effectively and to prepare complete and concise proposals/ reports.
  • Ability to establish and maintain effective working relationships with public veterinary officials and other  livestock sector stakeholders

Position Title: Animal Health Officer

Duty Station: Hargeisa
 
Organizational Unit: Somalia Country Office (FAO-Somalia)
 
Duration: 6  months with possible extension
