CHF International seeks candidates for an anticipated USAID devolution program in Kenya. 

This program will support the devolution process by building the capacity of local government structures and strengthening the role of civil society and citizens as partner in governance and in holding the new structures accountable. 

These positions are contingent upon funding.

Conflict, Gender and Youth Experts

CHF International is seeking Conflict, Gender and Youth Experts for an anticipated USAID funded devolution program in Kenya.  

The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.

We are seeking experts who will lead the development and implementation of the program’s overall strategy for Gender, Youth and Conflict and provide technical assistance in these areas to the program team.

Qualifications:

• 5+ years of professional experience working on gender, youth and/or conflict initiatives;
• Working knowledge of the devolution issues, challenges, and developments in Kenya as well as an in depth understanding of the political history and regional politics.
• Ability to establish strong relationships with a range of organizations, stakeholders, and beneficiaries (e.g., national and sub-national government, NGOs, private sector); and
• Degree in public policy, social sciences, development studies, or relevant field.
• Kenya experience highly desirable;
• Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus.

Local Government Capacity Development Expert

CHF International is seeking a Local Government Capacity Development Expert for an anticipated USAID funded devolution program in Kenya.  

The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.

The Local Government Capacity Development Expert will serve as part of a team focused on building the capacity of local government units. 

The Expert will be responsible for developing training and capacity building programs for local government units, in areas such as planning or budgeting, as well as building the capacity of local entities to do so.

Qualifications:

• Degree in a relevant field such as public administration, urban and regional planning or related field
• At least 5 years experience implementing local governance programs with a focus on capacity building; knowledge of best practice in local governance programming is essential;
• Previous work in devolution/decentralization with government desirable;
• Kenya experience highly desirable;
• Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus.

Social Inclusion Expert

CHF International is seeking a Social Inclusion Expert for an anticipated USAID funded devolution program in Kenya.  The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.

The Social Inclusion Expert will serve as part of a team focused on the engagement of civil society and CSOs in the devolution process. The Expert will be responsible for developing mechanisms to ensure that disadvantaged or disenfranchised groups, such as women, ethnic minorities, youth, disabled, etc., are engaged in the governance process.

Qualifications:

• Degree in a relevant field such as policy, social sciences, development studies, business, or law.
• At least 5 years experience implementing community engagement, civic education and civil society programs;
• Previous work in devolution/decentralization with both civil society and government desireable;
• Kenya experience highly desirable;
• Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus.

Civic Participation & Education Expert

CHF International is seeking a Civic Participation & Education Expert for an anticipated USAID funded devolution program in Kenya.  

The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.

The Civic Participation & Education Expert will serve as part of a team focused on the engagement of civil society and CSOs in the devolution process. The Expert will be responsible for developing mechanisms for citizen engagement and advocacy in government as well as civic education with constituents .

Qualifications:

• Degree in a relevant field such as policy, social sciences, development studies, business, or law.
• At least 5 years experience implementing community engagement, civic education and civil society programs;
• Previous work in devolution/decentralization with both civil society and government desireable;
• Kenya experience highly desirable;
• Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus.

Civil Society Technical Advisor

Global Communities, formerly CHF International, is seeking a Civil Society Technical Advisor for an anticipated USAID funded devolution program in Kenya.  

The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.

The Advisor will lead in the provision of organizational capacity development support and coordinate all technical assistance provided to designated CSO organizations. 

S/he will be responsible for strengthening CSO leadership role in advocacy at the national policy and strategy development level. 

The advisor will support the development of CSO advocacy plans, mentor advocacy staff at CSO level and work to link organizations for stronger CSO advocacy networks.

Qualifications:

• Advanced degree in a relevant field such as policy, social sciences, development studies, business, or law.
• At least 7 years experience implementing complex USAID-funded community engagement and civil society programs;
• Previous work in devolution/decentralization with both civil society and government;
• Demonstrated experience in cultivating and sustaining working relationships with local government authorities, civil society organizations, communities, and the private sector;
• Ability to lead project efforts in increasing citizen participation.
• Kenya experience highly desirable;
• Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus;
