Job Role, Duties and Responsibilities
 
Under overall supervision of the Assistant FAO Representative for Programme Implementation and direct supervision of the Head of the Crops Unit, in close collaboration with the FAO Kenya Programme team and other FAO teams in the sub-region, the National Agriculture Value Chain Officer will provide programme support functions aimed at ensuring linkages between FAO Kenya’s work on Agriculture production and marketing following a value chain approach.
 
Through this role, the National Agriculture Value Chain Officer will conduct a number of different activities including: project formulation, planning, management and coordination.
 
Key responsibilities of the position will include:
  • Ensure that all relevant proposals submitted for funding incorporate an element of engagement with subject specific value chain actors (effectively ensuring a linkage between outcomes 2 and 4 under FAO Kenya’s Country Programming Framework).
  • Lead FAO Kenya’s engagement with the private sector and develop linkages between private sector companies and producer cooperatives.
  • Support market assessments and provide technical support to FAO’s agricultural programmes.
These responsibilities will be implemented through the following activities:
  1. Liaise with the Government of Kenya through Ministries of Agriculture, Livestock Development, Water and Irrigation, Northern Kenya and other Arid Lands and other stakeholders to coordinate efforts linked to programme objectives.
  2. Identify relevant partners and, in liaison with the operations unit prepare and manage Letters of Agreements (LoAs) and Contracts with implementing partners and contractors.
  3. Assist in organizing FAO missions to Kenya, link consultants and contractors to the Government of Kenya and Non-Governmental Organizations (NGOs).
  4. Provide technical advice, training and support to implementing partners as required.
  5. Review implementing partners’ project progress reports and prepare mid-term and final narrative projects technical and financial reports.
  6. Contribute to the monitoring and evaluation of the FAO programme (with a particular focus on commodity value chains).
  7. Ensure adequate procurement planning and the quality of any crop production inputs.
  8. Perform other related duties and activities upon instructions received from the head of the crops unit, the AFAOR Implementation or the FAO Representative.
Qualifications and experience:
  • Holder of M.Sc. or equivalent in agriculture/crop production.
  • At least six years of relevant experience.
  • Proven experience and understanding of agricultural value chains
  • Excellent understanding of crop production systems in the affected areas.
  • Experience in coordinating a complex project with many stakeholders.
  • Excellent interpersonal communication skills and the ability to bring diverse stakeholders together over a common goal.
  • Proven report writing ability.
  • Excellent written and spoken English.
