Background:

CRS has been implementing development and emergency relief efforts in Kenya since the 1960s and in recent years has responded to drought by providing food vouchers to the most-affected people in hard-hit regions. 

The CRS Kenya Country Program opened an office in Dadaab which is providing emergency assistance to refugees and Kenyan communities that are being affected by the current drought. 

CRS is developing partnerships with the Government of Kenya, Diocese of Garissa, UN organizations, INGO’s and NGO’s for greater sustainability and higher quality programming.

Job Summary:

The Manager - Capacity Building (Operations) primary function is to support Fafi Integrated Development Association (FaIDA) in developing their administrative/program support systems it needs to effectively meet the programming needs. 

She/he will also mentor the senior management in Organizational building and support them in creating a work environment that motivates and challenges employees to constantly improve performance. 

The areas include Human Resources, Finance, Procurement, Warehousing, Transportation/Logistics, General Administration and Information Technology.

Specific responsibilities include but not limited to:
  • Support the Senior Management system in implementation of the Operations systems.
  • Identify management system weaknesses, establish priorities, provide recommendations for improved systems performance.
  • Ensure that all systems, policies and procedures are in compliance with donor standards and best practices.
  • Provide timely and efficient technical assistance to staff in management issues including planning, budgeting, and procurement.
  • Help FaIDA review and document recruitment & compensation policies and procedures as well as develop a performance appraisal system.
  • Support the Finance team in the review and documentation of clear Finance policies and procedures and build capacity in financial reporting and budget development.
  • Establish and document clear Administrative and IT policies and procedures and support the Administration Manager’s oversight of the Administration department’s staff.
  • Establish and document clear procurement, transport, and warehousing policies and procedures; support procurement, ensuring efficiency and compliance with donor purchasing policies and procedures
Qualifications:
  • Degree in Business Administration or relevant field.
  • Minimum five years professional experience in office management and administration procedures, prior experience with international, bilateral or multilateral organization preferred.
  • Effective skills in transferring knowledge and capacity building.
  • Effective problem-solving skills and excellent interpersonal skills and able to interact professionally with all colleagues. Ability to work as part of a team and represent CRS in a professional manner.
  • Ability to work on multiple tasks concurrently and under pressure. Able to deliver effective results, meet tight deadlines and targets.
  • Proficient with basic budget management and calculations.
  • Ability to proactively manage risk and ensure principled compliance.
  • Ability to lead operational improvements and promote stewardship of resources
