Position Description
The
Program Officer will oversee the development and implementation of IRI programs
in Kenya, focusing on citizen participation, devolution, electoral and
political processes, and local governance, particularly for women, youths, and
persons with disabilities.
Duties & Responsibilities:
Duties & Responsibilities:
General duties and responsibilities for the Program Officer position are as follows:
- Monitor budgets
and expenditures for assigned program areas, and negotiate and prepare
contracts, sub-grants, and other financial and project implementation
documents;
- Manage a team of
Assistant Program Officers and Program Assistants, providing guidance,
mentorship, delegation of responsibility, and adequate oversight of
performance;
- Design, develop
and manage program areas to ensure that reporting requirements are met,
projects remain within budget allocations, and program objectives are
completed on schedule;
- Identify and
cultivate relationships with relevant Government officials, local
partners, and members of the diplomatic and donor community, and represent
IRI at public functions;
- Fulfill
reporting requirements of assigned program areas, manage the drafting and
editing of team documents and reports, and provide guidance for written
work of subordinates;
- Travel to
various parts of Kenya, as necessary to support program implementation,
reporting, and monitoring and evaluation;
- Monitor and
evaluate the performance of IRI and partner organization activities,
identifying successes and failures and recommending program adjustments
accordingly;
- Develop short
and long-term plans for specific programmatic objectives, and design,
draft and edit proposals with the Program Manager; and
- Any other duties
assigned to support specific program objectives or other IRI work in
Kenya.
Qualifications
Minimum Qualifications:
- A university
graduate with a Bachelor’s degree in International Relations, Political
Science, Public Policy, Law or a related subject; a Master’s degree is
preferred.
- A minimum of 3-5
years relevant professional experience in either international
development, democratic governance, civil society, policymaking, or law;
- Fluent in
written and spoken English and at least one other language;
- Excellent
written and verbal communication skills, with a proven capacity to create
clear and concise proposals and reports;
- Advanced
knowledge of the Microsoft Office suite, and a strong familiarity with
desktop publishing software, social media and online applications;
- Must be able to
travel independently and lead other colleagues to new environments; and
- Experience in
managing and motivating others to work effectively on multiple tasks and
responsibilities simultaneously and under tight deadlines to meet program
needs.
Desired Qualifications:
- Proficient in
grant management and accounting skills necessary to draft and oversee
program budgets and disbursement of funds;
- Experience
implementing projects for international donor funded programs, preferably USAID;
- Ability to
develop and implement monitoring and evaluation systems to measure impact
and effectiveness of programs;
- Demonstrated
knowledge or competency in civic education, constitutional development,
devolution processes or local governance programs; and
- Proven capacity
to analyze the regional political and electoral environment.
