Kenya Civil Aviation Authority is a State Corporation under the
Ministry of Transport established under CAP 394 of the Laws of Kenya ‘to
develop, regulate and manage a safe, efficient and effective Civil Aviation
System in Kenya’ with a Vision ‘to be a model of Excellence in Civil Aviation’
is seeking to recruit a qualified Kenyan citizen to fill the following
position.
Civil Engineer Aerodromes
(REF: NO. ASSR/AAS/10/12)
Department / Section: ANS and Aerodromes Standards
Reports To: Chief Inspector – ANS and Aerodromes
Job Purpose:
To approve aerodromes designs and developments and conduct
safety oversight activities of aerodromes including inspection, audits and
surveillance.
Scope of work / duties / responsibilities
- Approves
aeronautical studies conducted by the operators and/or conduct such
studies as may be requires by the Authority.
- Plans
and conducts aerodrome inspection, audit and surveillance activities.
- Prepares
and reviews inspections/audit and surveillance reports for approval /
certification, as well as other evaluations and tests conducted.
- Designs,
and reviews for approval, construction activities and amendments to
structural design within the vicinity of aerodromes.
- Reviews
and improves inspection processes, forms, checklists and reporting
mechanisms.
- Performs
inspections, audits and surveillance activities of aerodromes for approval
/ certification purposes.
- Evaluates
construction activities and structural modifications / developments within
the vicinity of the aerodrome and makes appropriate recommendations.
- Inspects
construction activities to ensure compliance with approved standards.
- Submits
regular periodic reports on inspection / surveillance activities.
- Performs
any other duties as may be assigned by the Chief Inspector – Aerodromes.
Qualifications
- A
Bachelor’s Degree in Civil Engineering from a recognized university.
- Must
be a registered Engineer with the ERB
- Knowledge
of Aerodromes operations will be an added advantage
- A
masters degree will be an added advantage.
Experience
- At
least 3 years working experience in a related field.
Knowledge and skills
- Ability
to identify non-compliance issues and unsafe practices and to advise
operators on remedial actions.
- Knowledge
of the inspection process, with an ability to diagnose issues and propose
improvements in the process.
- In-depth
knowledge of aerodrome / airstrip layout and design.
- Knowledge
of applications used for desktop analysis of structures.
- Proficiency
in office suite and desktop publishing tools.
- Knowledge
of relevant ICAO standards and recommended practices and Civil Aviation
Regulations will be an added advantage.
Manager –Procurement
REF: PO/01
Department / Section: Procurement Office
Reports To: Director General
Job Purpose:
Manages the procurement processes for the timely and
cost-effective acquisition of goods/ works/services
Scope of work / duties / responsibilities
- Responsible
for efficient and effective operation of the procurement department;
- Manage
the supply chain function of KCAA which includes among others the disposal
of unserviceable/obsolete or excess items, inventory management, contract
negotiation and management together with respective user departments,
procurement of goods, services and works
- Develop,
disseminate, monitor implementation and review Procurement policies,
procedures, processes and guidelines including tenders in the Authority
while ensuring compliance with procurement legislation;
- Develop,
facilitate, implement, monitor and review KCAA annual procurement plans;
- Perform
secretarial services to the Tender Committee and Disposal Committee;
- Co-ordinate
the preparation of tenders for advertisement, opening and evaluation;
- Offer
technical/professional advice to management on best materials management
practices in ordering, receiving and issuing of stores goods/materials;
- Maintains
archive records of the procurement section;
- Prepare
and submit statutory periodic reports to PPOA as required;
- Manages
and develop staff in the department as pertains procurement profession;
- Any
other task that may be assigned by management from time to time.
Qualifications
- A
relevant Masters’ Degree (social or science field such as supplies
management, business administration, commerce, economic) from a recognized
University) is a must;
- Professional
Qualifications: Chartered Institute of Purchasing and Supplies (CIPS) from
a recognized institution, or equivalent;
- Member
of the Kenyan Institute of Supplies Management (KISM)
- Certificate
in management and/or leadership
Experience
- At
least 8 years’ relevant experience in supplies management, 5 of which must
be at a senior position.
Knowledge and skills
- Knowledge
of the procurement Act and regulations;
- Good
understanding of the various procurement needs of different functional
areas and departments;
- Financial
skills required to determine the most cost effective procurement method;
- Negotiation
skills and a team player;
- Supervisory
skills, delegating and monitoring work of staff of the department;
- Good
communication skills with user departments and suppliers;
- Applicable
Computer application skills;
- High
level of integrity, demonstrate outstanding professional competence as
reflected in work
