The
Financial Management Technical Advisor will be responsible for providing
financial analysis and technical assistance in financial management for TB,
TB/HIV related programs at the national, provincial and district
level.
S/he
will be responsible for transfer of essential skills, including appropriate
costing of services, budgeting, and management of funds to strengthen the
operational and financial capacity of clients and partners in order to improve
financial management and sustainability.
S/he
will design and implement targeted capacity building and technical assistance
based on the project’s needs.

- Develop systems
that will effectively monitor TB and TB/HIV country funding and funds
utilization rates.
- Implement
financial controls that assist in the management of country offices and
account for all funds disbursed.
- Collaboratively
with other stakeholders develop a menu of innovative and scalable
interventions for promoting the capacity of the country to generate or
raise adequate funds to support the DLTLD operational (recurrent)
activities in a sustainable manner.
- Transfer
essential financial and management skills to key government staff to
ensure continued good financial management beyond the project period.
- Participate in
delivering periodic learning programs to target units and facilities as well
as to other clients as required.
- Mobilize
short-term technical expertise in finance, accounting, planning,
budgeting, and auditing as requested to meet the needs of the project.
- Represent the
project in communications with USAID, the MOH, and other partners as
assigned by the Project Director and Deputy Director.
- Perform other
duties as required.
Qualifications:
- Master's degree
in Business Administration, Finance, or related field. Certified Public
Accountant background is highly desirable.Formal training in Health care
financing will be an added advantage.
- Demonstrated
capabilities in health sector financing, accounting, planning, budgeting,
and auditing. At least 3 years’ experience working effectively in capacity
building in the aforementioned areas with local organizations.
- Strong
understanding of funding systems.
- Demonstrated
successful experience working as an advisor to Ministries of Health,
Finance or any Government agency in developing countries, preferably
Kenya.
- Knowledge of
USAID program management, applicable regulations and requirements, and
institutional capacity building.
- Demonstrated
capability in multi-tasking and working simultaneously with multiple
teams. Able to prioritize and manage a complex portfolio, collaborating
with many types of stakeholders.
- At least 5
years’ experience working with public and private counterparts in Kenya.
- Strong oral and
written communication and presentation skills in English.
- Strong computer
skills (word processing, excel spreadsheets and accounting programs).
- Previous
experience working with the Kenyan Government is a plus.

The
Monitoring and Evaluation (M&E) Specialist is responsible for leading the
development and implementation of a plan to monitor progress, evaluate
effectiveness, and disseminate results of the project activities and
innovations.
The
M&E Specialist has primary responsibility for identifying M&E
needs, designing and maintaining data collection systems and for ensuring that
all necessary information, from both routine reporting as well as from ad hoc
data collection efforts and special studies, is collected, analyzed and used in
guiding internal project planning and informing external partners about project
activities and accomplishments.
The
M&E Specialist conducts all appropriate analyses, including the use of complimentary
data sets and secondary analysis, and fully documents activities and
accomplishments in the form of reports, publications, and presentations.
S/he will develop reporting systems and indicators to ensure quality, timely, and accurate data collection, including baseline values as is appropriate to track progress in meeting program objectives.

- With the project
team, plan for and conduct monitoring activities and ensure accurate and
timely reporting to USAID.
- Work with the
Chief of Party (COP) to ensure progress is being achieved towards TB,
HIV/TB co-infection, intensive findings and MDR-TB targets.
- In close
collaboration with the project team, design and submit a Performance
Monitoring and Management Plan (PMP).
- Ensure quality
control data collection instruments and tools, including their use.
- Compile,
analyze, and present data for reporting of program progress and impact,
and quality assurance.
- With the project
technical staff, capture lessons learned and best practices, document and
disseminate information, assist with developing presentations, abstracts,
articles, etc.
- Provide
Technical assistance to implement the new DLTLD online TB data management
system (TIBU)
- Support the
introduction, customization and implementation of other MSH electronic
data management systems as appropriate.
- Provide
technical assistance in the preparation of routine and ad-hoc project
reports to DLTLD, USAID and MSH and other Key stakeholders.
- Participate in
operation research and other data manipulation exercises to provide
evidence to inform improve project management.
Qualifications:
- Master’s Degree
in M&E, Biostatistics, public health or any relevant discipline.
- Demonstrated
academic and practical skills in monitoring and evaluation of TB,
HIV/AIDS, or other relevant services, in developing countries.
- At least five
years’ experience working in development programs for public health with
at least three years in TB.
- Demonstrated
practical skills in data analysis and report writing.
- Familiarity with
PEPFAR indicators and reporting requirements as they pertain to TB/HIV.
- Capacity to
manage large data bases and manage online data management systems will be
an added advantage.
- Excellent
planning, management, and organizational skills.
- Strong writing
and organizational skills for reporting on program and study results.
- Fluency in
English.

close collaboration with the Deputy Chief of Party (DCOP), the TB Technical
Advisor will be responsible for providing targeted technical assistance to all
clinical TB, TB/HIV and MDR-TB activities for the project.
S/he
will work closely with members of multidisciplinary teams to ensure efficiency
and effectiveness of interventions and with the Monitoring &Evaluation
Officer to ensure progress is being achieved towards TB, TB/HIV and MDR-TB
targets.

- In close
collaboration with the DCOP, provide technical support, including capacity
building, to project and DLTLDstaff focusing on quality DOTS enhancement
and expansion, improving TB and TB/HIV case detection, TB/HIV
collaboration, care and support, MDR/XDR-TB programs support, PPM
strategies and strategic information. Knowledge transfer and capacity
building in the areas of decentralized planning, operational research&
support, M&E, supervision, Quality Assurance, and TB and MDR/XRD-TB
epidemiology is also anticipated.
- Provide
technical assistance to project, public and private sector counterparts in
monitoring and evaluation of TB programs.
- Contribute to
the TB control efforts at the community, district, county and national
level.
- Provide
technical assistance in advancing the control in special populations;
children, refugees, and other under privileged populations.
- Support the DCOP
and DLTLD senior management to ensure National TB coordination activities
are conducted on a regular basis with all the partners supported by USAID
in the country.
- Together with
the technical team, develop and implement guidelines on intensified case
finding and isoniazid preventive therapy for the prevention of TB among
HIV patients.
- Represent MSH on
regional and national TB, TB/HIV and MDR/XRD-TB working groups and at
selected international meetings.
- Provide
technical assistance to the DLTLD for the development and implementation
of strategies to increase TB screening among HIV infected clients and
increased early uptake of ARVs for TB/HIV patients
- Design and
implement a tracking system for MDR cases and contacts and mechanism to
improve PMDT data collection, analysis and use
- Design and conduct
a periodic MDR program review to inform modifications in the program.
- Ensure timely
data collection and reporting.
- Perform other
duties as required.
Qualifications:
- A Medical degree
or a Master’s Degree in public health or a related field.
- Minimum of six
years practical experience working in public health and TB in Kenya
essential.
- Recognized
expertise in TB, TB/HIV and/or MDR-TB programming, at country level
essential.
- Understanding of
current key TB, TB/HIV control and MDR-TB issues.
- Proven ability
to build strong relationships, work well as part of a team, and to
incorporate views of other disciplines into his or her work.
- Demonstrated
organizational and supervisory skills and abilities; sound judgment, and
high ethical standards; flexible and able to adapt to changing priorities
and deadlines.
- Experience
working with USAID/PEPFAR and/or Global Fund funded programs.
- Excellent
communication skills, both verbal and written.

Laboratory Quality Specialist will be responsible to develop, co-ordinate and
audit a comprehensive TB Laboratory Quality Management Program for TB
microscopy laboratories in accordance with recognized standards of
practice.
He/she
participates in conducting assessments, and in the design, training, testing,
implementation, monitoring and evaluation of laboratory and point-of-care
diagnostic services and systems.
He/she
participates in stakeholder technical working groups and meetings that
continuously advocate for evidence- based standardization and harmonization of
laboratory tests, methods and equipment within the national system.
In
addition, the incumbent is expected to provide technical leadership in national
roll out of GeneXpert and other modern technologies to improve TB and DR-TB
diagnosis and surveillance.

- Work closely
with the Division of Leprosy, TB and Lung Disease (DLTLD) of the Ministry
of Health and with other partners in identifying and implementing the
Project’s priority activities for TB microscopy quality improvement in
Kenya.
- Assist the
laboratory working group of the DLTLD/CRL to finalize and implement the
technical and operational Standard Operating Procedures (SOPs) for all TB
microscopy services and quality assurance of TB microscopy.
- Assist DLTLD/CRL
and data management staff to implement a TB Laboratory Management
Information System in the microscopy laboratories and to collate the data
from these centers.
- Review the
current system for supervision of the district hospital and health center
microscopy sites and work with the DLTLD and CRL to make improvements and
provide quarterly supervisory reports to the DLTLD and feedback to the
health facilities.
- Work with the
CRL staff in the planning, implementation, monitoring and evaluation of TB
microscopy services.
- Support the
ongoing GeneXpert machine roll out in Kenya.
- Provide support
and Technical assistance to promote specimen referral and other laboratory
related DR-TB diagnosis and surveillance activities.
- Support DLTLD in
developing or revision of key policies, guidelines and SOPs.
- Also provide TA
in the commodity selection, forecastion, distribution and ration use of TB
laboratory related reagents and supplies.
- Perform any
other related duties as assigned.
Qualifications:
- Bachelor’s
Degree in Biomedical Sciences/Medical Laboratory Sciences (or equivalent
qualification) with a minimum of five years post-qualification experience
working in a diagnostic laboratory, essential. A higher qualification is
an added advantage.
- Post-qualification
experience in performing TB microscopy is essential.
- Current
registration with the Kenya Medical Technicians and Technologist Board
(KMMTB) mandatory.
- Understanding of
the role of the laboratory in TB Control and case detection. Familiarity
with the diagnostic protocols for case detection employed by the DLTLD in
Kenya, required.
- Knowledge and
experience of implementing internationally-recognized internal and
external quality assurance systems for TB microscopy, in a developing
country, required.
- Able to perform
multiple tasks simultaneously and to work independently with minimum
supervision.
- Excellent report
writing, communication and diplomacy skills. Team player with ability to
establish and maintain effective working relationships with subordinates
associates, other department directors and managers and external bodies.
- Computer
literacy; competency with Microsoft Office, data bases, internet and email
systems required.
- Fluency in
written and spoken English essential.
- Willingness and
availability to travel to district hospitals and health centers within
Kenya.
