The Parliamentary Service
Commission seeks to recruit Persons who are Energetic and result Oriented in
the following Positions:
Senior Deputy Director
(Administration and Corporate Affairs)
- Centre For Parliamentary Studies and Training (CPST) (PSC 15) – ONE
- Centre For Parliamentary Studies and Training (CPST) (PSC 15) – ONE
The holder of this position
shall deputize the Director of the Centre for Parliamentary Studies and
Training (CPST) on matters of administration, finance and corporate affairs.
The key responsibilities
for the holder of this position include:
·
Overall day to day overseeing and implementation of the CPST
work plans, upkeep and maintenance of CPST buildings, grounds and security;
·
Overseeing implementation of the CPST development Master Plan;
·
Managing the human resource functions including policy,
procedures, rules and regulations;
·
Providing guidance on matters related to appointments,
placements, promotion and confirmation of staff;
·
Managing budget and expenditure for the CPST;
·
Co-ordinating Resource Mobilization;
·
Any other duties as may be assigned from time to time by the
Director of the CPST.
Qualifications:
·
A Bachelors Degree from a recognized University;
·
An MBA Degree or equivalent from a recognized University;
·
Experience in the public service will be an added advantage;
·
Be computer literate;
·
At least 10 years working experience, three of which should have
been at a senior management level in a large organization.
Senior Deputy Director - Curriculum Development, Training and
Research
- Centre For Parliamentary Studies and Training (CPST) (PSC 15) – ONE
- Centre For Parliamentary Studies and Training (CPST) (PSC 15) – ONE
The holder of this position
shall deputize the Director of the Centre for Parliamentary Studies and
Training (CPST) on matters of curriculum development, training and research.
The key responsibilities
for the holder of this position include:
·
Development and review of the CPST Curriculum;
·
Coordination and implementation of all training programmes at
the CPST;
·
Ensuring that the CPST has up to date reference material for
effective training;
·
Management of Repository and Resource Centre
·
Supervising CPST curriculum, training, research, and information
services staff at CPST;
·
Coordination and management of research activities at the CPST;
·
Any other duties as may be assigned from time to time by the
Director of the CPST.
Qualifications:
·
A Bachelors Degree from a recognized University;
·
A Masters degree in curriculum development , education or a
related field, from a recognized University;
·
A PhD in Curriculum/Education or a related field would be an
added advantage;
·
At least 10 years working experience, three of which should have
been in a senior Academic position (preferably in an Institution of higher
learning or a research institution/department);
·
Be computer literate; and
·
Experience in the public service will be an added advantage.
Senior Deputy Director, Parliamentary Budget Office (PSC 15) – ONE
The Officer will be
reporting to the Director, Parliamentary Budget Office and the Key Responsibilities
will be as follows:
·
Deputize the Director, Parliamentary Budget Office and head one
of the three divisions within the Parliamentary Budget Office, namely:
macroeconomic analysis, tax and inter-fiscal relations and expenditure
analysis;
·
Oversee the day to day operations of the three divisions namely:
macroeconomic analysis, tax and inter-fiscal relations and expenditure
analysis;
·
Assist the Director in coordinating preparation of reports and
briefs to the various committees of Parliament;
·
Assist the Director in monitoring the compliance of all
Government entities in respect of the public finance management law;
·
Advise the Director on matters relating to the National and
County Budgets;
·
Conduct research in the following areas: macroeconomics, tax administration,
tax modelling and expenditure analysis;
·
Perform any other duties as may be assigned by the Director from
time to time.
Qualifications and Experience:
·
A Bachelor Degree in Economics or its equivalent from a
recognized university;
·
A Masters Degree in Economics with a bias in Public Finance or
its equivalent from a recognized university;
·
A sound understanding of the national budget process;
·
Experience in macroeconomic modelling, tax analysis and
expenditure analysis;
·
A proven record of publication in either of the following areas:
macroeconomics, tax and expenditure;
·
A minimum of 10 years’ relevant work experience in a public
finance related area;
·
A sound understanding of the relevant laws and procedures
governing public finance.
