Oxfam’s Kenya Programme is
a complex programme that incorporates both rapid and slow onset emergencies as
well as longer term development and policy work.
Oxfam Kenya applies a one
programme approach which means it has multiple activities that support a holistic
approach to humanitarian, development and advocacy for long lasting change in
poverty reduction.
Oxfam in Kenya works in the
north, principally in Turkana, Dadaab and Wajir, in Nairobi and on national
level advocacy and coordination issues in multi stakeholder fora.
To this end, we are seeking
to fill the following positions:
National Program
Coordinator

This is a strategic
leadership role in the implementation of Oxfam Kenya’s exciting strategic plan.
Reporting to the Country
Director, the National Program Coordinator will provide strategic leadership to
the National Pillars team (Campaigns and Advocacy, Governance, Peace Building
and Climate Change Adaptation) and 6 months (+) cover of the Urban Program
ensuring these programs grow to fulfil their influence and potential within the
Oxfam Kenya programme.
This will include helping
to ensure the financial viability of these programmes, including donor liaison,
oversight contractual management and identifying opportunities to strengthen
the donor portfolio for the programmes to enable them, grow in size and long
term budget security, diversify their funding and maximise integration with and
support to Kenyan institutions from Government, Civil Society and Private
Sector.
The NPC will manage 3
national advisors, ensuring they maximise their contribution to the quality and
development of the broader Kenya and regional programme.
The post holder will ensure
that Oxfam Kenya follows a one-programme approach, support the Kenya Advocacy
Advisor in developing and implementing of the Kenya campaign strategy and
individual campaigns, develop an enabling environment for the Urban Programme
to progress from its pilot phase to a leader in its field both within Oxfam’s
Global work and in Kenya.
S/he will ensure programme
quality, compliance with established policies and procedures and contribute
directly to Oxfam GB’s strategies and operational plans and that the programme
is regularly monitored, reviewed, evaluated and that learning is documented and
shared to stakeholders (internal and external).
S/he will work with the
Humanitarian coordinator to ensure Oxfam is increasingly able to respond to all
slow and rapid onset disasters, ensuring timely and appropriate response.
To be considered for this
position, you will possesses a bachelor’s degree in a relevant field, have
substantial international experience of managing advocacy and/or humanitarian
and development programmes of a significant size, have proven fundraising
skills and demonstrate high-level strategic, analytical and conceptual
ability.
You will demonstrate a
record of delivering strategic chance within specific timeframes and experience
of integrating gender and diversity into programme work.
You will have an ability to
respond to and identify opportunities arising from events and longer term
trends and experience of proposal writing and donor reporting, budgeting and
performance management.
Market Based Livelihoods Advisor – Kenya

Reporting to the ASAL
Programme Coordinator, the Market Based Livelihoods Advisor will work with
field program teams in carrying out market and livelihood assessments in Kenya
and advise on appropriate market based livelihood programming.
He/she will be involved in
conducting general mapping of the relationship between markets and outlining
their relationship with Oxfam Kenya programme areas, lead consultants on value
chain analysis on the market systems, conduct comprehensive stakeholders
analysis highlighting power relations/risk to market relations & value
chains as well as identifying key strategies to use markets /cope/adapt to
differing levels of shocks.
The post holder will assist
programme managers in writing proposals for market based livelihood programming
which have an income and food security component as well as prepare regular
reports and summaries of work and recommendations to managers and advisors.
S/he will ensure that all
work is carried out in a way that is sensitive to community needs and gender
issues, in particular to promote the full and equal participation of women in
all aspects of the work.
The post holder will also
contribute to the development of private sector linkages and approaches in at
least three main identified commodities and contribute to Facilitate / develop
linkages and strengthening the capacity of key private business service
providers that contribute towards strengthening identified commodities in the
value chain and improving the participation of poor women and men.
To be considered for this
position, you will possess a master’s degree in Agriculture economics or
related field and knowledge and experience in market based livelihood
interventions.
You will have significant
experience, of which a substantial part should involve market based livelihood
work, market mapping, value chain development approaches, private sector
engagements, business development and food security work.
You also be required to
have proven practical experience in two or more of the following: private
sector engagements, business services development, markets and livelihood
assessment / surveys.
Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

Reporting to the MEAL
Coordinator, the MEAL Officer will support in establishing and managing the
monitoring and evaluation system for an ECHO funded Consortium of 6
international Organisations.
The MEAL officer will work
closely with the consortium partners to ensure accountability to beneficiaries
and learning from programme implementation which will include supporting and
working closely with the consortium partners to establish standardised
accountability systems, facilitating monitoring reviews and project impact
documentation.
H/she will support partners
in monthly reporting, compiling consortium progress monitoring reports and
participate in Technical Support Unit meetings.
The post holder will be
responsible for the maintenance of a programme database, data analysis and
support donor reporting.
S/he will be the focal
point for MEAL issues in the programme support unit and will work closely with
the Consortium Lead to ensure programme quality by supporting field teams
(through field visits), training on aspects of MEAL and reporting on programme
impact.
The incumbent will design
monitoring tools, reporting templates, track progress against programme
indicators and support evaluation processes at agreed programme timelines.
To be considered for this
position, you will possess a minimum of Bachelor’s Degree in International
Development, Project Management, Disaster Management or Statistics from a
recognised University or closely related fields.
You must also have
demonstrated experience in monitoring, evaluation, accountability and learning
and possess at least 5 years of direct, “hands-on” working experience in
building and operating monitoring and evaluation of projects/programs
implemented in ASAL regions preferably working in consortium.
