Caritas Switzerland and Caritas Luxembourg are non-governmental
aid agencies and members of Caritas Internationalis. Caritas works
worldwide and adheres to international humanitarian principles (NGO code of
conduct).
Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in the Eastern Africa and the Horn of Africa with a focus on education, strengthening of civil society, food security and water hygiene and sanitation. We operate a joint Liaison Office in Nairobi, have Country Offices in Somaliland (Hargeisa) and South Sudan (Torit) and a Representative in Ethiopia (Addis Ababa).
Caritas Switzerland and Caritas Luxembourg are currently implementing an Emergency Response in Somaliland sustaining the livelihoods of IDP and minority groups in the urban centres of Hargeisa, Burao and Las Anod.
The goal of this project is to improve the livelihoods among
seven IDP, returnees and minority group camp populations in three cities in
Somaliland through the provision of and enhanced community management of basic
WASH services that support livelihoods and human health’.
The expected outcomes of the project are:
(1) Increased access to safe and drinkable water facilities
using appropriate technology,
(2) Increased and sustainable access to sanitation
facilities,
(3) Increased household hygiene awareness and proper use of
water and sanitation facilities through community trainings, capacity building
and campaigns, and
(4)Enhanced capacity of communities, local authorities in the
establishment, sustained management and maintenance of water, hygiene and
sanitation services.

services of a dynamic Emergency Technical Consultant, well versed and experienced
in Emergency Preparedness and Response

Output
Under the overall coordination of the Head L&CBI Department,
and the working directly
with the Emergency/IDPs Project Manager and his team, the Emergency Technical
with the Emergency/IDPs Project Manager and his team, the Emergency Technical
Consultant will be responsible for the following:
- Support
in establishing the Emergency Response Unit and preparing a draft strategy
and project development working paper that will guide Caritas on possible
scale up of the Emergency IDPs project in line with Country Strategy
2012-16;
- Support
in establishing national communication strategy for Caritas programme in
Somaliland and setting up a communications office;
- Support
in revision and finalisation of, bylaws and IDP management training manual
;
- Assist
IDPs project in preparing post KAP survey report on Emergencies and the
final project reports
Key tasks
Inception phase - first week
- Familiarise
with the Caritas Programme in Somaliland including current projects, line
ministries, target beneficiaries, partners and other key stakeholders;
- Understand
the Country Programme Strategy 2012-16, have information search meet-ings
with the key staff and scrutinise the current implications in the
implementation of the activities towards Emergency project
development(e.g. beneficiaries’ selection, community participation, water
and sanitation and capacity building requirements and stakeholder
involvement, etc.);
- Understand
and familiarise with the IDPs project documents and revise project
log-frame;
- Understand
the work for the M&E Unit on emergencies by supporting implementation
of current M&E procedures, guidelines and existing tools (being
developed);
- Familiarise
with internal and external communication flows, existing means and
chan-nels and the nature of IEC materials used
Implementation phase - from second week onwards
The Emergency Technical Consultant, in collaboration with the
Project Manager and under the supervision of the Head of L&CBI Department,
will be responsible for supporting establishment of Emergency Preparedness and
Response Unit, communication guidelines and M&E Unit updates, in conformity
with programme technical and financial proposals and with grant contract
established with the donors.
In this context, the Emergency Technical Consultant will be
responsible for steering the existing team to achieve of the following tasks:
- Establish
Emergency Response Unit and prepare draft strategy and project development
working paper that will guide Caritas on possible scale up of the
Emergency IDPs project in line with Country Strategy 2012-16;
- Assist
in developing a system of communication and guidelines with all
stakeholders to ensure that the flow of information is guaranteed and that
the wider public is well in-formed through publications and media on the
results of the project, as well as guide-lines for IEC development and
dissemination;
- Assist
the ongoing IDPs project in development of final KAP survey report and
finalisation of other project documents/reports;
- Any
other task related to the programme that may arise and assigned by the
head of L&CBI Department or the Country Representative
Qualifications
- MPA
in project management, community development, development studies or
related field;
- At
least 3-5 years’ experience in project management, of which 3 years shall
be at inter-national NGOs;
- Good
knowledge of preparing strategy and project development working paper on
Emergency for IDPs, refugees and minority communities;
- Technical
knowledge in development M&E guidelines and effective tools;
- Experience
in drafting communication strategies and guidelines and knowledge on the
improvement of public relations;
- Skills
to coordinate the activities of several development partners, including
ability to conduct a dialogue between actors, to work in a team with good
listening skills;
- Professional
experience in a management role for donor funded programmes;
- Good
knowledge of new tendencies in development cooperation;
- Experience
in working on similar assignments in the Horn of Africa or Africa ;
- Knowledge
of Somali context will be a definite advantage;
- Must
be computer literate, with knowledge of MS Windows, Word and Excel
