Introduction and Background
Introduction and Background
St. Luke’s Mission Hospital in partnership with DSW and WOFAK
has received funds from the European Union to implement a 3 year project
towards strengthening the Delivery of health services to Young Mothers in three
Counties of Kilifi, Mombasa and Kwale in Coast Region.
Project’s goal
To contribute to reduction in maternal and newborn mortality
rate by 20% in the targeted Counties, thereby contributing to the achievement
of the MDGs (particularly 4 and 5)
The Focus of the Baseline
The proposed baseline survey is expected to establish the status
of provision of delivering for young mother’s services in 6 districts in coast
region in Kenya namely Mombasa, Kilindini, Kwale, Kinango, Kaloleni and Ganze.
More specifically it will provide a situational analysis of the Delivery of
Safe Motherhood and reproductive health services for young mothers in the
programme catchment area.
The baseline report will be an important tool for mapping and
guiding the implementation and for monitoring progress as well as evaluating
the impact of the EC supported SLMH delivering for young mothers
programme.
It is expected to identify existing gaps in provision of Youth
Friendly Safe motherhood, and reproductive health services including FP,
improving nutrition outcomes, and strengthening health service delivery, propose
areas of future partnerships and generate recommendation for future
action.
The baseline will be widely shared with partners and
stakeholders.

Objectives for DYM Baseline Survey
- To
establish the current status of Safe motherhood, Reproductive health services,
nutrition and MCH in the targeted areas with special reference to young
mothers. This should capture demand and access to service, effectiveness
of community strategy in delivering., referral services, Obstetric,
post-partum and post-abortion care services available and existing gaps
and challenges. Emphasis will be on young mothers aged 12 – 24 years.
- To
document the prevailing attitudes and practices in relation to MCH and FP
services and the extent to which they predispose youth to risks as well as
existing opportunities.
- To
establish the status and coverage of MCH, FP and OBA’S services in
reference to youth in the targeted regions.
- To
establish the level of provision of youth friendly VCT and other ASRH
Services in the targeted districts.
- To
establish the level of awareness, knowledge and skills in HIV and AIDS,
RH/MCH services to youth in the targeted areas, generate gaps and
recommendation for action
- To
document capacity and capacity building needs of organizations including
government, NGOs, CBOs youth clubs and youth networks in providing RH/ MCH
services for the young mothers.
- Review
the existing IEC materials and provide recommendations on effective
methods of designing and developing focused IEC and BCC materials.
- To
establish the critical points of quality assurance needs within the
existing MCH/FP service delivery systems and structures and make requisite
suggestions on areas for capacity building and routine monitoring to
ensure standards and quality.
- Identify
specific Safe motherhood, Reproductive health services, nutrition and MCH
uptake motivation factors that can create demand among young persons
(12-24 years).
- To
provide information for planning the project, including information about
Safe Motherhood; and specifically looking at the 3 focus Counties.
(Looking at both the demand and efficiency)
- To
provide information on the status of community participation especially
the target group.
- To
provide information on the number of Men Groups/youth groups actively
engaged in issues of Safe Motherhood in the target Counties.
- To
identify benchmarks and indicators this can be used as a point of
reference for monitoring and evaluation of the Delivery of Young Mothers.
- To
review current monitoring and evaluation tools, identify gaps and clear
indicators for the DYM
- To
review the LFA with inclusion of baseline and targets.
Literature Review and Content Analysis of Documents
This will primarily involve a comprehensive review of existing
literature on main issues of FP/MCH services in the country and emerging issues
in safe mother hood, obstetric care, post-partum, post abortion care, access
and utilization of SRH services.
More specifically the review will seek to explore each program
component contained in SLMH –delivering for young mothers programme. The
emphasis will be to obtain as much information and data, both in quantitative
and qualitative forms that will provide benchmarks of determining the final
impact of the SLMH –delivering for young mothers programme.
Some key sources of data will include government sources,
research institutions and civil society organizations. All this process will
lead to development of tools for the baseline field research. The baseline
survey will be comprised of a desk review/survey and field visits.
Conduct a desk review including an analysis of documents, policy
papers, national surveys and reports that have been produced in connection with
the project thematic area. Review internal Forum DYM documents related to this
project including data already gathered.
Conferencing
The consultant will present the preliminary findings from the
baseline in a national level stakeholder’s workshop which will provide a forum
to share, validate and disseminate the findings.
The national level workshop is also expected to generate
additional recommendations for action.
This will assist to document important lessons and experiences
that will guide the implementation process and provide clear benchmarks to
determine the impact of the final output of the programme.
Data Processing, Analysis and Report Writing
The consultant will be expected to undertake both quantitative
and qualitative analysis of the data. Analysis will be done using appropriate
analytical and data processing programmes.
The process of data processing and analysis will cover data
cleaning, editing, coding and data entry.
Appropriate analysis will be made with emphasis on the key
indicators that will provide information required on each component of the
delivering for young mothers programme.
Responsibilities and Tasks of the Consultant
In close consultation with SLMH CEO and Programme Manager and
partners (DSW and WOFAK) the consultant will facilitate a 21 man days’ baseline
survey.
Preparatory issues such as comprehensive literature reviews and
review of all supporting materials on all components of the delivering for
young mothers programme focus should be completed before embarking on the field
work.

- An
up to date summary statistics on the current maternal and infant mortality
rates, in the respective program sites.
- Current
distribution, coverage and location of FP/MCH services points including
public and privates services in the targeted areas.
- An
audit of existing MCH/FP service delivery including coverage, cost, best
practices and level of utilization and involvement of young people.
- A
data base of service providers in the area of FP/MCH services in the
targeted programme regions.
- Areas
of need for strengthening service delivery particularly in relation to
different population categories.
- An
analysis of issues hindering access and utilization of FP and MCH services
in the programme target areas.
- A
detailed description of good practices and lessons in delivery of MCH and
FP services in the targeted areas
- An
analysis of socio economic and cultural and gender factors that influence
uptake and utilization of services in the targeted areas.
- Existing
advocacy issues and opportunities for response in promoting youth friendly
RH services.
- A
detailed analysis of the capacity gaps of the existing referral systems.
- Establish
the status of the HMIS and information management systems among the target
districts.
- Establish
the status of volunteers in delivering services to clients including the
terms of service and other motivational factors.
- Establish
issues of access to youth friendly services to clients.
- Establish
the issue of RH commodity security and chain supply management in the
programme target areas.
- Documentation
of important considerations to assist in the development of IEC and BCC
materials with special reference to youth friendly messages.
- Establish
the status of the economic status of young mothers within the programme
target areas.
Contract
A contract will be drawn up after a call for tender where skills
and costs of potential consultants will be assessed and evaluated by St.
Luke’s.
The contract will be a formal consultancy contract between St.
Luke’s and the consultant.
A consultant will be selected in accordance with EU Policy
guidelines.
Consultant Qualifications
The consultant should at least have a post-graduate qualification in relevant field (social and health) preferably in research with specialization in children, youth and grounded on program, organizational development and MCH, nutrition and FP issues.

The consultant is expected to submit a CV and a sample of past
work for review.
In addition the consultant should provide proof of contributions
made in the subject matter of the proposed baseline.
Responding to the Terms of Reference
Eligible consultants are expected to read and respond to the
terms of reference for the proposed safe motherhood Program baseline survey
including a brief proposal detailing their understanding of the expectations of
the baseline and how they plan to implement the exercise.
In the response they should also provide the schedule of
activities and the proposed budget.
