Somaliland activities include food assistance for relief, emergency school
feeding, humanitarian air and logistics services, food coordination and
emergency rehabilitation projects.

Major
Duties and Responsibilities:
Under the direct supervision of
the Head of Programme; Support section, the incumbent will be responsible for
the following duties:-
·
Assist in review and editing of proposals for livelihood
activities; Food for Assets (FFA),Food for Work (FFW) and Food for Training
(FFT) and provide relevant feedback to Area Offices (AOs);
·
Present project proposals for livelihood activities to the
Project Review Committee (PRC) and follow up with AOs on issues raised by the
PRC;
·
Respond to livelihoods related enquiries from AOs and other
Country Office (CO) units(including reports, M&E, Public Information) and
draft responses to livelihoods related enquiries from Regional Bureau, HQ,
partners and donors;
·
Prepare livelihoods related input to evaluations, reviews and
audits when necessary;
·
Prepare livelihoods related inputs to Standard Project Report
and other CO reports;
·
Participate when needed in discussions with cooperating partners
in Nairobi on livelihoods projects and update AOs accordingly;
·
Support AO monitoring of livelihoods projects and assist AOs in
resolving problems which arise at field level;
·
Review monthly distribution plans for livelihoods activities;
·
Provide input to updates of guidelines, tools and formats for
project proposal preparation, implementation and monitoring/reporting related
to livelihoods activities;
·
Prepare briefing and communications materials and beneficiary
stories on livelihoods activities;
·
Participate in CO programme meetings and response analysis
sessions;
·
Maintain electronic archive and paper files of CO level
livelihoods related documents, including all approved project proposals and
signed Field Level Agreements and budgets;
·
Maintain up-to-date databases of all livelihoods projects,
including current status;
·
Facilitate training of staff, cooperating partners and third
party monitors on livelihoods activities;
·
Participate in relevant livelihoods related inter-agency groups
when requested, e.g. joint Disaster Risk Mitigation (DRM) programme,
UNSAS food cluster; and draft input for those groups when necessary;
·
In collaboration with AOs, compile requests for tools and other
non-food items for procurement;
·
Perform other tasks related to livelihoods activities as
required.
Minimum
Qualifications:
Education: Secondary school education preferably
supplemented by courses in a relevant area such as Natural Resource Management,
Agriculture, Livestock Management, Rural Livelihoods, Community Development,
Engineering, Human Resources, Public Administration, Development
Economics or other related field.
Experience:
At least five years of
progressively responsible experience, of which at least one year was closely
related to programme functions.
At least one year at G5 level or
equivalent.
Work experience in Somalia or in a
pastoralist/agro-pastoralist setting and experience of managing community
projects, particularly water harvesting, natural resource management or
capacity building is desirable.
Language: Fluency in both oral and written communication
in English. Fluency in the Somali language is desirable.
Knowledge: Experience utilizing computers,
including word processing, spreadsheet and other WFP software.
