Position Title: Technical Advisor: Mogadishu Construction Program

The overall objective of the Dan Guud Projects is to promote stability in Mogadishu through targeted interventions that foster good governance, safety and economic recovery.
The objective in the coming
12 months is to facilitate community based reconstruction of a series of
sub-grants planned for during the consensus building workshops held in Entebbe
April 2012.
General functions:
The consultant will work closely with the Benadir Regional Administration under the overall guidance of the Mayor of Mogadishu and in direct collaboration with the Deputy Mayor and the City Urban Planning Department.
In contractual terms the
consultant will work under the direct supervision of the TIS-IOM Field Coordinator
in Nairobi and the Project Coordinator for the Dan Guud Implementation Unit at
the Benadir Regional Administration in Mogadishu.
The Technical Advisor will
take a lead role in ensuring timely implementation of project activities
related to reconstruction of small-scale infrastructure in Mogadishu, and will
provide architectural control oversight to the nominated Consulting Engineers
employed.
Essential functions:
The Technical Advisor functions will include and not necessarily be limited to:
1. Field Operations:
- Manage the
technical (architectural, building and engineering) components related to
the program implemented for District Community Centres Rehabilitation in
Mogadishu, in particular the supervision of the consulting engineers
employed by IOM and ensuring effective management of contractors.
- Quality
control architectural and structural drawings as well as bills of
quantities, material specifications lists, and other technical
documentation relating to infrastructure programming within District
Community Centres Rehabilitation.
- In
coordination with the other Dan Guud staff, work with government and local
authorities, leaders, individuals and groups to implement selected
community development projects.
- Ensure
regular monitoring visits to project sites and ensure site supervision
schedules and inspection notes for each visit. In accordance with the
contractors’ contract terms, ensure scheduled supervision prior to the
disbursement of any funds and approve disbursements after confirming that
work has been done as per contract. Ensure invoices from contractors are
forwarded with supporting documents to the Admin/Finance unit for payment.
- Supervise
consulting engineers and engineering firms as employed by IOM.
- Supervise
projects in coordination with government or local technical personnel and
provide regular reporting regarding the status of projects.
- Build
capacity of the Dan Guud Implementation Unit to manage work flow for
engineering team for all Dan Guud projects.
- In
coordination with the Grants unit, assist Procurement to negotiate
contracts or agreements with contractors, and assist in administration of
grants as necessary.
- Assist the
field team on bidding processes to ensure selection of qualified
contractors, as required.
2. Reporting & Monitoring
- Review
grantee deliverables to ensure grant compliance. Give feedback to
grantees, as appropriate.
- Report
regularly (weekly) inputs to the Field Coordination Unit on grants’
status, which will feed into the compilation of data and preparation of
monthly, quarterly, and annual report.
- Ensure that
all grantee expenditures comply with the final and approved budgets (i.e.
budgetary controls). Communicate challenges, problems or lessons learned
with the Field Coordination Unit.
Desirable Qualifications and skills:
- Degree or
Diploma in architecture or civil and building engineering, along with
relevant experience in mall scale construction projects in insecure, or
post conflict environments.
- A minimum of
4 years experience in the field of infrastructure planning and
construction, including management of infrastructure projects.
- Ability to
supervise, direct, coach and mentor staff. Drive for results and effective
resource management skills.
- Excellent
communication and negotiation skills. Understanding of complex
socialpolitical environments. Ability to work under extreme pressure, in
difficult conditions while maintaining security awareness.
- Flexibility
and focus on processes and their improvements. Ability to work effectively
and harmoniously with colleagues from varied cultures and professional
backgrounds.
- Stamina,
determination, commitment and adaptability in the workplace are required.
- Excellent
communication, written and verbal Somali and English language skills
required.
- Functional
competencies: effective communicators with a wide range of actors and
partners, successful negotiator, cross cultural facilitator and active
learner.
