The Ministry of Health Zanzibar,which is one of the implementing
agencies of the program intends to use part of the proceeds of this Fund to
eligible payments to employ one
Consultant to conduct an assessment on quality
of HIV/STI data at health facility, district and national levels as well as
design a quality assurance system, one monitoring and evaluation expert for TB
and Leprosy Program, one Medical Officer and two Clinical Officers, to work at
Mnazi Mmoja HIV Care and Treatment Clinic.The Ministry of Health Zanzibar wishes to invite applications from suitably qualified and experienced applicant from eligible participant for the below mentioned positions:
Health Consultant
To conduct an assessment on quality of HIV/STI data health
Facility district and National levels as well as design a quality assurance
System

Objective
To conduct an assessment on quality of HIV/STI data at health facility, district and national levels as well as design a quality assurance system
Specific objectives
- To
identify gaps that affect quality of HIV/STI data at all levels
- To
identify and suggest measures to improve HIV/STI data
- To
develop an action plan to implement corrective measures for improving
HIV/STI data quality
- To
design HIV/STI data quality assurance system and guideline
Scope of work
The scope of this consultancy includes:
- Review
of all relevant documents including HIV and Health Sector strategic plan,
guidelines, policy, programme reports, M&E framework and plan,
development partners reporting templates
- Review
existing HIV/STI data management system ( infrastructure, human resource,
equipment, technical needs, data flow and use) at all levels
- Analyze
data quality gaps from all data sources
- Develop
an action plan to implement corrective measures for improving data quality
- Develop
data quality assurance system and guideline
- Facilitate
debriefing meeting to key stakeholders Expected outcomes/deliverables

Qualifications
- Relevant
Masters Degree or Higher in Public Health, Epidemiology, Monitoring and
Evaluation, Demography, Health Management Information System and Social
Sciences
- Documented
experience in carrying out similar exercise
- At
least five years experience in health monitoring and evaluation activities
Competencies
- Demonstrates
strong writing skills
- Has
capacity to work with diverse partners including government, donors and
civil society
- Sound
computer skills and experience

The contract will be for one year but there is a possibility to renew after evaluation of previous contract
Qualification and Experiences
The candidate must have the following qualification
- The
applicant must have at least Master’s degree in one of the following:
monitoring and evaluation, public health, social science or statistic
- Experience
of not less than three years ¡n the field of M&E
- Proficiency
in common computer packages (e.g.Word, PowerPoint, Excel) relevant to the
work.
- Ability
to work independently
- Excellent
written and verbal English
- Experience
in working with donor funded projects is an added advantage
- Experience
in statistical computer package (STATA, SPSs, SAS) is an added advantage
Key duties and responsibilities:
- Plan
and conduct within the first three months of assignment, a thorough
M&E system assessment to diagnose the strengths and weaknesses of the
entire system;
- Develop
within six months of assignment, in collaboration with partners and
stakeholders, an updated National TB and Leprosy M&E plan including a
multiyear fully cost M&E action plan.This should incorporate the
findings of the M&E system assessment;
- Develop
and oversee the implementation of a comprehensive M&E
capacity-building plan for the entire program covering national and
sub-national level personnel;
- Develop
and oversee the implementation of a routine and periodic data quality
assurance protocol and procedures;
- Oversee
the preparation of program progress reports by relevant staff and
implementing partners;
- Lead
the data analysis of reported data taking necessary measures to ensure
data quality;
- Prepare
consolidated progress reports for project management to submit to the
relevant bodies, in accordance with approved reporting formats and timing.
- Guide
the process for identifying the key performance questions and parameters
for monitoring project performance and comparing it to targets. Design the
format for such performance reports.
- Clarify
the core information needs of central project management, the steering
committee (or similar body), funding agencies and the cooperating
institution.
- With
stakeholders, to set out and implement the frame work and procedures for
the evaluation of project activities.
- Review
monitoring reports, analyse them for impact evaluation and to identify the
causes of potential bottle necks in project implementation.
- Collaborate
with staff and implementing partners on qualitative monitoring to provide
relevant information for ongoing evaluation of project activities, effects
and impacts.
- Any
other duties as assigned by the supervising manager

Medical Officer

Qualification and Experiences
The candidate must have the following qualifications:
- Degree
in Medicine
- A
Master’s degree in Public Health or related field will be of added value
- At
least 3 years experience of working in HIV/AIDS program
- Extensive
clinical experience in care and treatment services
- Excellent
team orientation, openness, responsiveness and conflict management skills
- Excellent
oral/written communication, interpersonal, and management skills.
Overall Job Function:
Perform the task as Clinician for the care and treatment clinic (CTC) of Mnazi Mmoja Hospital
Duties and Responsibilities:
- Working
full time at CTC
- Attend
CTC clients during the clinic hours
- Provide
technical assistance on the strategies for improving retention of patients
at clinic (pre and ART patients)
- Provide
technical assistance for patients who might or in need of 2nd line of ARVs
- Prepare
lectures for continuous education
- Participate
¡n hospital’s training sessions
- Improve
patients’ data records and utilization Post Exposure Prophylaxis servises
- Prepare
Clinic’s monthly report
- Perform
any other duties as assigned by the care and treatment coordinator of ZACP
Clinical Officers
Mnazi Mmoja Care and Treatment Clinic Zanzibar (2 posts)

Qualification and Experiences
The candidate must have the following qualifications:
- Candidate
should have a Diploma in Clinical Medicine from a recognized Medical
Training Institution or related field will be of added advantage.
- At
least two years’ experience in working in HIV care and treatment
- Experience
in working in internal medicine department/wards
- Excellent
oral/written communication, interpersonal, and management skills.
Overall Job Function:
Perform the task as Clinical Officer in care and Treatment Clinic of Mnazi Mmoja Hospital
Duties and Responsibilities:
- Working
full time at CTC as a clinician
- Improve
record keeping of CD4 and other monitoring laboratory results
- Identify
patients with signs of treatment failure and discuss the best management
with the clinic in charge
- Participate
in Hospital’s training sessions
- Complete
and update patients records for the preparation of monthly and other
periodic reports
- Perform
any other duties as assigned by the Care and treatment Coordinator of
ZACP.
