Position title: National Consultant- Livestock Officer    

Contract type: NPP

Duration: Initially for 12 months with a possibility of extension

Duty Station: Nairobi, Kenya with frequent travel in the FAO Project areas in Kenya
Under the technical supervision of the animal health service, AGAH, general supervision of the FAO Representative for Kenya and under the direct supervision of the Programme Coordinator (Livestock and Pastoralism) and in full collaboration with the National Crops Officer and all relevant partners, the livestock officer will:
Fulfil the Key responsibilities:
§  Be directly responsible for the management of the SIDA funded research project (OSRO/KEN/103/SWE)
§  Be directly responsible for the management of the OFDA funded emergency project (OSRO/KEN/104/USA)
§  Be directly responsible for the development and management of a CERF rapid response project which is currently in preparation.
Note: Management responsibility for the above projects includes the preparation of contracts and letters of agreement, monitoring progress against indicators, monitoring expenditure against each budget line, preparation and submission of timely reports
Key activities:
§  Supervise the implementation of field activities by the different partners for the above projects;
§  Provide animal health technical advice and support to the implementing partners in close collaboration with the department of Veterinary services;
§  Liaise with the FAO Kenya crops team in the management of the agriculture components of the SIDA and CERF projects
§  In collaboration with TCEO, assist and provide technical advice for the procurement of all required materials for the projects;
§  Liaise between the implementing partners and the relevant Livestock and Agriculture Departments to ensure harmonisation of activities;
§  Report on the progress of the projects at regular intervals and identify weaknesses that can be addressed;
§  Monitor the implementation of the projects in collaboration with the implementing partners;
§  Monitor project expenditure against each individual budget line;
§  Assist in internal evaluations of activities carried out under the respective projects;
§  Contribute to the draft of the mid-term and final reports on the process, including any lessons learned and recommendations for future activities;
§  Assist in the preparation of emergency-related livestock and agriculture project proposals
§  Perform other related duties and activities upon instructions received from the International Livestock officer or the FAO Representative.
Expected Outputs:
§  CERF Project concept/Proposal
§  well executed and reported livestock projects;
§  monitoring and evaluation reports;
§  mid-term and final project reports indicating lessons learnt and recommendations.
Qualification and experiences:
§  Veterinary degree or related MSc. degree in a relevant subject;
§  at least 7 years of relevant experience in the livestock field;
§  excellent understanding of pastoralist livelihood systems;
§  experience in coordinating a complex projects with many stakeholders;
§  excellent interpersonal communication skills, and the ability to bring diverse stakeholders together over a common goal;
§  proven report writing ability, and
§  excellent written and spoken English
§  Previous experience with CERF projects implementation is an added advantage
§  Computer literacy is essential
Remuneration will be based on the UNDP salary scale Service Band 4. This is dependent on level of experience.
