Women Enterprise Fund is a Semi Autonomous Government Agency under the Ministry of Gender, Children & Social Development.

The Fund was established under the Government Financial Management (Women Enterprise Fund) Regulations gazetted on 3rd August 2007 and is a flagship project under the social pillar in Vision 2030.

The Fund’s mission is “… to mobilize resources and offer access to affordable credit and business support
 
services to women entrepreneurs”, our vision is “… to socially empower Kenyan women entrepreneurs for economic development”.

The Fund’s mandates are: provision of credit, capacity building of women borrowers, facilitation of local and international marketing, support linkages of women enterprises with big businesses and facilitation of development of infrastructure like markets, business incubators etc to support women businesses.

V/No: 1/2011 Deputy Manager, Information Communication Technology (1 Post)
Reporting to the Chief Executive/Director, the Deputy Manager, Information Communication Technology will be responsible for:

Formulation, implementation and coordination of ICT policies, strategies and programmes in the Fund
Keeping up to date with emerging information communication technological trends
Monitoring and evaluating ICT programmes and policies
Ensuring timely implementation of ICT standards in line with the needs of the Fund and effective maintenance of ICT systems
Preparing ICT status reports and ensuring professional standards and guidelines are adhered to
Guiding and developing staff
Qualifications
Degree in Computer Science, Mathematics with a bias in computer science from a recognized university
Masters degree in Computer Science or any other Information Communication Technology related discipline from a recognized institution
Served satisfactorily in a comparable position in a reputable organization for at least four years
Qualifications in database management e.g SQL server, MCSE, web design & management
Demonstrated a high level of professional competence and outstanding management qualities in computerised information systems
V/No: 2/2011 Assistant Manager, Credit (1 Post)
Reporting to the Credit Manager, the Assistant Manager will be responsible for:

Coordinating all aspects of lending cycle under the Constituency Women Enterprise Scheme
Sensitizing women entrepreneurs about quality standards
Preparing monthly reports on loan uptake and repayment
Monitoring the operations of the financial intermediary partners
Enlisting the support of stakeholders and ensure timely recovery of loans to ensure quality loan portfolio.
Qualifications
Bachelors degree in Commerce, Economics or business related degree from a recognized university
Masters degree in any of the following:- Economics, Commerce (Finance or Accounting option) Business Administration, Business Management or any other relevant qualification from a recognized institution
Shown merit and ability in credit control and over four years experience in credit preferably in micro finance institutions
Possession of good analytical and report-writing skills
Possession of good interpersonal skills to interact with key stakeholders
Passion and eagerness to empower the most marginalized women across the country
Knowledge of computerized financial and accounting system

V/No: 3/2011 Credit Officers – Credit Department (11 Posts)
Reporting to the Assistant Manager Credit, the credit officer will undertake duties in the head office or in any of the eight regions in the country.
Duties and responsibilities will entail:-

Compiling statistical loan records, receiving, sorting out, filing and dispatching letters
Maintaining filing system; receiving loan applications, invoices and other records and filing them accordingly
Analyzing loan application forms and preparing reports on loan uptake and repayments in the constituency
Monitoring the operations of the financial intermediary partners
Monitoring and following up with the assistance of the volunteers and the District Gender and Social Development Officers on problematic groups & Constituencies
Qualifications
Bachelors degree in a business related course from a recognized university
Served satisfactorily in a comparable position in a reputable organization for at least four years
Have passion and commitment to assist and empower the most marginalized women across the country
Excellent interpersonal and communication skills
Proficiency in computer applications
The candidate should be prepared to travel to rural areas to monitor women groups
V/No: 4/2011 Assistant Manager, Supply Chain Management (1 Post)
Reporting to the Chief Executive/Director, the Assistant Manager Supply Chain Management will be responsible for all aspects of procurement for the Fund and will head the procurement unit of the Fund.
Specific responsibilities will be:
Initiating policy on procurement
Reviewing, updating, interpreting and implementing existing procurement policies, regulations and procedures
Coordinating the preparation of and the implementation of procurement manual
Conducting market research
Preparing procurement plans; carrying out internal monitoring and evaluation; assessing and measuring the performance of suppliers and contractors
Introducing modern inventory management techniques and approaches
Disposal of unserviceable stores, general welfare, supervising training and development of staff
Qualifications
Bachelors Degree in Commerce ( Supplies Management option) or bachelors degree in Business Administration or their equivalent qualification from a from a recognized institution
Masters degree in Supplies Management from a recognized institution
Served satisfactorily in a comparable position in a reputable organization for at least three years
Thorough understanding of the National goals, policies and objectives and the ability to relate them to the procurement function
Shown merit and professional competence as reflected in work performance and results
Demonstrated general administrative ability required for direction, control and implementation of Public Procurement and Disposal Act
Good leadership and interpersonal skills
Proficiency in computer applications
Must be registered with the Kenya Institute of Supplies Management
V/No: 5/2011 Assistant Manager, Human Resource Management (1 Post)
Reporting to the Deputy Manager, Human Resource Management & Training, the Assistant Manager, Human Resource Management will be responsible for;
Recruitment, selection and placement
Processing of appointments, promotions, discipline, transfers, salaries and leave
Compliment control and salary administration
Building capacity of staff and women entrepreneurs
Assisting in the development and maintenance of human resource management information systems, human resource planning and succession management and industrial relations
Participating in staff induction program
Updating skills inventory for Fund’s employees and women entrepreneurs
Conducting regular training needs assessment to identity client training and development needs
Qualifications
Masters degree in Human Resource Management/ Development, Entrepreneurship, Business/Public Administration /Labour Management or Industrial relations in addition to a degree in social sciences from a recognized institution.
Served satisfactorily for at least four years in a comparable position in a reputable institution

V/No: 6/2011 Marketing, Research and Communication Officer (1 Post)
Reporting to the Marketing, Research and Communication Manager, the Marketing Research & Communication Officer will undertake duties in marketing, communication or research.
Specific responsibilities will be:
Creating awareness of the Fund to the public through organized public rallies and social foras
Identifying profitable business linkages for women owned micro, small and medium enterprises
Identifying and pursuing market opportunities locally to improve market access for women products and services
Disseminating information on the procedures of loan application
Gathering and compiling market information; organizing interactive programs to disseminate market information
Researching on the performance of business of women entrepreneurs under the Fund’s loans
Analyzing the Fund’s services to Fund beneficiaries and recommending areas of improvement

Qualifications
Bachelors degree in either of the following fields:- marketing, entrepreneurship strategic management; or its equivalent from a recognized institution

Reporting to the Marketing, Research and Communication Manager, the Marketing Research and Communication officer will undertake duties in marketing, communication or research.

Specific responsibilities will be:

Facilitating and supporting development of market space for women entrepreneurs
Identifying and pursuing market opportunities locally to improve market access for women products and services
Organizing interactive programs to disseminate market information
Participating in research on the performance of business of women entrepreneurs under the Fund’s loans
Analyzing the Fund’s services to Fund beneficiaries and recommending areas of improvement
Qualifications
Bachelors degree in either of the following fields: Marketing, Entrepreneurship, Strategic Management or its equivalent from a recognized institution
Served in a comparable position in a reputable organization for at least four years.
Previous work experience with a media house or advertising agency will be an advantage

V/No.8/2011 Senior Audit and Risk Management Officer (1 Post)
Reporting to the Audit Manager, the Audit and Risk Management Officer will be responsible for;

Undertaking specific audit assignments and preparing detailed audit observations and reports
Assisting in carrying out institutional risk evaluation and efficiency audit
Conducting financial and systems audit
Assisting in ensuring compliance with tax regulations and other statutory requirements
Carrying out review of accounting, financial and budgetary systems
Developing and updating internal audit manual
Qualifications
Bachelor of Commerce Degree (Accounting/Finance option) from a recognized university / institution
At least four years experience in a comparable position in a reputable institution
Full Professional accounting qualifications i.e. ACCA/CPA(K) and be a member of professional body
CIA & CISA certifications will be an added advantage.
Proficiency in using Microsoft office applications and preferably Computer Aided Auditing techniques (CAATs)
Excellent communication, analytical and report writing skills

V/No: 9/2011 Audit and Risk Management Officer (1 Post)
Reporting to the Audit Manager, the Audit and risk management officer will be responsible for;

Undertaking audit assignments of loan applications; fund resources and systems
Preparing initial audit observations and reports
Assisting in carrying out institutional risk evaluation and efficiency audit
Conducting financial and systems audit
Assisting in ensuring compliance with tax regulations and other statutory requirements
Reviewing of accounting, financial and budgetary systems
Qualifications
Bachelor of Commerce Degree (Accounting/Finance option) from a recognized university/institution
At least four years experience in a comparable position in a reputable institution
Qualified certified public Accountant (CPA) or equivalent qualification and be a member of professional body.
Excellent communication, analytical and report writing skills
Willingness to travel on assignments

V/No: 10/2011 Senior Information Communication Technology Officer (1 Post)
The Senior ICT officer will report to Deputy Manager, Information Communication Technology.
Key responsibilities will be:
Writing and testing computer programmes according to instructions and specifications
Assisting in the implementation of the computer systems and providing user support including training users
Performing technical, systems and user documentation
Qualifications
Bachelors degree in any of the following disciplines:- Computer Science, Mathematics or Statistics with a bias in computer science from a recognized University/institution
Served in a reputable organization for at least four years in a related field
Shown merit and ability as reflected in work performance and result
Experience in mobile banking is an added advantage

V/No.11/2011 Senior Administrative Officer (1 Post)
Reporting to the Assistant Manager Finance & Administration, the Senior Administrative Officer will be responsible for the provision of transport and general office services including assets.
Specific responsibilities will be:
Administration and management of transport
Overseeing office accommodation, equipment, furniture, office supplies and employment cards
Provision and administration of clerical, auxiliary and telephone services staff
Settling of bills and facilitating necessary documentation for those travelling
Managing leased/rented offices and overseeing office maintenance and cleanliness

Qualifications
Bachelor’s degree in Business Administration/Management, Human Resource Management/Development, Public Administration or equivalent qualifications in a relevant field from a recognized institution
Served in a comparable position for at least four years in a reputable institution
Demonstrated professional competence and administrative ability in administrative work
Proficiency in computer applications
Terms of Employment - 3 years renewable contract
